Fundamentalist TUE JUL 21 · own read · Waller / Warsh / Dudley + Bessent silence

THE FED IS FIGHTING ITSELF ONE WEEK FROM FOMC — WALLER WANTS TO HIKE, WARSH SAYS DONE-ISH, DUDLEY WRITES BOTH SIDES. THE TAPE ISN’T LISTENING.

One week from FOMC July 28-29, the Federal Reserve is running a live hike-vs-hold argument in public. Christopher Waller floated a rate hike on July 13, warning the Fed may need to raise to tame core inflation. Kevin Warsh told Congress on July 14 that inflation improvement isn’t “mission accomplished” — softer than a hike call, harder than a hold. Former New York Fed president Bill Dudley published a Bloomberg Opinion piece July 20 with the hawkish title “The Federal Reserve Needs to Raise Interest Rates” while opening the body by conceding the hawkish case is weakening on benign June CPI, core behaving, payroll growth stalled. Dudley also sits on Coinbase Global’s advisory council. Treasury Secretary Scott Bessent hasn’t formally spoken since June 12 — five weeks of silence into the fight. Meanwhile the tape: BTC opens at $66,795, spot ETFs have run five consecutive days of net inflows for $727M cumulative, and the 200-week moving average sits below $63K as a confirmed long-cycle floor. The Fundamentalist read is that the argument doesn’t matter to the accumulation math. The stack keeps compounding whether the Fed hikes at 28-29 or holds. Whichever number the FOMC prints, the twenty-one-million cap on the other side of the trade is unchanged.
