BIP-110 is a proposed one-year softfork restricting locking-script size, taproot alternatives, and OP_IF in tapscript — a 55% miner-signaling threshold vs the usual 90%+, on a 9-month activation clock. Miners rejected it. Devs rejected it. The users the fork targeted updated their software to route around it before activation could happen — predictable and predicted. The network doesn't need permission from its would-be police; the moment we decide whose ledger entries deserve to exist, the ledger is worth as much as a bowling-alley scoreboard.
